Watching Sherlock Holmes at the moment, so I can't watch the video, but does he perhaps mention that government officials have sworn to uphold the constitution, and that perhaps knowing what it says would be a useful start in fulfilling their duties as public servants?

The movie... I could never afford his airfare from Britain to come here, let alone the cost of making him non-fictional.
