The Hypocrisy of the Union Position

This video contrasts the positions of Lincoln and the Republican-controlled Congress on whether or not the Southern States had actually been outside of the Union from 1861-65. Lincoln claimed they had not while the Congress claimed they had and put certain requirements upon them to be re-admitted. Which was right? They can't both be correct.
